Fairfield Police Department arrested Clifford Eugene Williams, 36, of Ottumwa at 7:33 a.m. Tuesday in the Kum and Go parking lot. He is charged with two counts of interference with official acts (police officer, EMT, firefighter) and public intoxication – enhanced.
