Council moves to reduce park and rec board

The Fairfield City Council passed the first reading of an ordinance Monday to reduce the size of the park and rec advisory board from seven members to five.

Park and rec director Calvin Todd said he and everyone on the advisory board supported the change. For the past couple of years, the board has struggled to fill all its positions because members moved away. He said that since the board consistently has five members, it made sense to formally reduce its size to five.

If passed, the board would need three members present to have a quorum.

From its creation in 1972 until just two years ago, city code stated the park and rec board was responsible for overseeing the finances of the park and rec department, preparing an annual budget, hiring and firing employees and setting fees. In 2016, the council voted to remove the board’s powers and make it purely advisory after learning that its budgetary duties were, in practice, being carried out by then city administrator Mike Harmon and city clerk Joy Messer.
