Two arrested after traffic stop

WASHINGTON, Iowa (GTNS) – What started as a traffic stop due to unsafe driving quickly turned into two drug-related arrests when Washington County Sheriff’s deputies allegedly found synthetic marijuana in the vehicle.

Jose Angel Urias Jr., 22, of Winfield, was arrested Monday morning at Highway 218 and 320th Street for possession of a controlled substance and possession of drug paraphernalia. Charges are pending for OWI. Urias was also cited for failure to give a continuous turn signal. Because of two previous convictions for possession of controlled substances, the charge of possession of a controlled substance is a Class D felony, which can bring up to five years in prison.

Halee Elizabeth Wood, 20, of Mount Pleasant, was arrested at the same time and location for possession of a controlled substance and possession of drug paraphernalia. In Wood’s case, possession of a controlled substance is a serious misdemeanor, which can bring up to two years in prison.

According to court records, on Monday morning the Washington County Communication Center received a report of a vehicle being “all over the roadway” on Highway 218. The report also said that a white substance was rolling out of the back window.

Deputies observed a vehicle matching the description and initiated a traffic stop at Highway 218 and 320th Street. According to the report, Urias was the driver. The report said Urias’ eyes were bloodshot and watery and that there was a green leafy substance on his lap and jacket. The record also said deputies discovered a marijuana joint on the passenger floorboard. It reported Urias said that the substance was synthetic marijuana. Deputies located a glass marijuana pipe.

Court records said that Wood, the passenger in the vehicle, also had bloodshot and watery eyes. According to the records, the deputy asked Wood where the marijuana was and she responded her purse. She also pointed to the passenger side floorboard.

Urias has pleaded not guilty to both charges and has been released on $1,000 bond. Wood was released on her own recognizance. A court date has been set for Dec. 11.
